Ministério da Agricultura anuncia reestruturação do Inmet, que vira secretaria

O Ministério da Agricultura formalizou na quinta-feira (28), a reestruturação do Instituto Nacional de Meteorologia (Inmet), que vai virar uma secretaria da pasta. A proposta será levada ao Ministério da Gestão e Inovação e regulamentada por decreto presidencial, disse o ministro da Agricultura, Carlos Fávaro, em coletiva de imprensa após evento de comemoração de 115 anos do instituto.

A reestruturação do instituto vai incluir investimento na modernização e em novas estações meteorológicas, estimado inicialmente em R$ 160 milhões e podendo chegar a R$ 200 milhões.

Atualmente, o Inmet é uma autarquia vinculada ao Ministério da Agricultura como departamento atrelado à Secretaria de Inovação, Desenvolvimento Sustentável, Irrigação e Cooperativismo (SDI).

O ministério apresentou na quinta o planejamento estratégico para o instituto no período de 2025 a 2031. “Havia um déficit histórico de tecnologia e infraestrutura no Inmet. O presidente Lula determinou a modernização do Inmet. O Inmet vai se tornar o melhor instituto meteorológico da América Latina”, afirmou Fávaro a jornalistas.

O novo planejamento do instituto tem como objetivo a ampliação da utilização de dados meteorológicos na agropecuária e no e à tomada de decisão no campo, a reformulação da comunicação dos produtos e serviços prestados pelo Inmet e o fortalecimento da pesquisa aplicada e a inovação dos processos e serviços.

O plano foi elaborado com apoio técnico da Agência de Internacionalização e de Inovação da Universidade Federal de Mato Grosso do Sul (Aginova/UFMS).

Fávaro detalhou que a compra de estações meteorológicas para o Inmet está em andamento, além da modernização das atuais, sendo que algumas já têm dez anos.

“As atuais receberão upgrade de tecnologia e as estações analógicas sairão de funcionamento, cerca de 170 hoje. Chegaremos a 1 mil estações todas com o mesmo padrão de tecnologia. Queremos ampliar o Inmet e potencializar a coleta de dados e informações por meio das 27 Superintendências Federais de Agricultura (SFAs)”, disse o ministro.

Atualmente, o Inmet tem 10 unidades, sendo 6 distritos e 4 polos meteorológicos e ará a contar com 27 unidades de apoio meteorológico nas SFAs, com deslocamento de servidores para as superintendências. As portarias foram assinadas pelo ministro também na quinta-feira.

Em uma próxima etapa, a modernização do instituto vai ar também pelo investimento na cobertura por radares meteorológicos e até mesmo de supercomputadores para armazenamento de dados. “O presidente Lula determinou a modernização do Inmet e logo levou à Casa Civil. Tenho certeza que o Inmet será o melhor instituto da América Latina”, afirmou Fávaro.

De acordo com o ministro, a transformação do Inmet em uma secretaria não vai implicar grandes mudanças na estrutura da pasta, mas necessária, para mostrar a relevância do Inmet por causa da importância que tem diante das mudanças climáticas. “Hoje podemos divergir de quais estratégias tomar para enfrentamento das mudanças climáticas, mas ninguém acredita mais que as mudanças climáticas não existem. O primeiro o da política pública para o enfrentamento de mudanças climáticas é ter previsão climática, rápida e precisa”, observou Fávaro.

O ministro citou, ainda, que o aprimoramento das ferramentas de previsões meteorológicas pode ser aproveitado também no modelo de seguro rural, a partir das estimativas de tendência de intempéries climáticas.
